MINISTERIAL RESPONSIBILITIES:

The Civil Service Commission carries out its functions and ministerial responsibilities in strict compliance with the provision of the 1999 Constitution of the Federal Republic of Nigeria, Public Service Rules, Schemes of Service and other relevant Establishment Circulars.

These Mandates Include:

  • Recruitment and Selection for the Civil Service including Parastatals;
  • Appointment, Promotion and acting Appointment of Civil Servants;
  • Disciplinary control in the Civil/Public Service;
  • Retirement and Exit of Civil/Public Officers;
  • Protection of Pension benefits;
  • Issuance of Service Regulations;
  • Promotion of good governance, ethics and integrity in the Public Service in accordance with the provisions of the Public Service Ethics and Code of Conduct;
  • Human Resource Audit in the Public Service including Local Authorities;
  • Administration of Civil Service Examinations and occupational tests;
  • Any other duty as may be assigned by the Governor

STRUCTURE OF THE COMMISSION

For effective execution of the Commission’s statutory functions, the Organization consists of Six (6) Directorates and Six (6) Units:

THE FUNCTIONS OF THE DIRECTORATES

The Functions of the Directorates are enumerated below:

  1. ADMINISTRATION AND HUMAN RESOURCE

This Directorate deals with the General Administration of the Commission   in the areas of Workforce Planning, Administration and Human Resources, Establishment Matters, Employee Relations, Learning and Development. It provides administrative support for the Commission and coordinates the activities of other Directorates to achieve Commission’s goals. The Directorate is also responsible for the general Management and maintenance of Assets, and Vehicles of the Commission.

  • RECRUITMENT AND APPEAL

The Directorate handles matters relating to Appointments, Transfer of Service (Inter and Intra), Confirmation of Appointment, Advancement, Re-Designation, Regularization of Appointment, Change of Name and Next of Kin.  It also deals with issues of Rights of Appeal arising from the decisions of the Commission. The Directorate also represents the Commission at all Personnel Management Board Meetings (PMB) in Ministries, Departments and Agencies to ensure that PMBs are properly constituted and ensure strict adherence to due process

  • CAREER MANAGEMENT

The Directorate is saddled primarily with the responsibility of managing the Career of Officers on Grade Levels 07 and above in the Civil Service. It is responsible for Promotion, Conversion, Advancement, Career Progression, Leave of Absence and Regularization of Career of Civil Servants. The Directorate also represents the Commission at all Personnel Management Board Meetings (PMB) in Ministries, Departments and Agencies to ensure that PMBs are properly constituted and to ensure strict adherence to due process.

  • DISCIPLINE AND EXIT

This Directorate deals with Personnel Matters affecting Senior Officers on Grade Levels 07 and above on matters relating to Discipline and Exit in all Ministries, Departments and Agencies (MDA). It also handles disciplinary matters such as Dismissal from Service, Termination of Appointment of Staff and other related issues. The Directorate also represents the Commission at all Personnel Management Board Meetings (PMB) in Ministries, Departments and Agencies to ensure that PMBs are properly constituted and strict adherence to due process is maintained..

 E. SECRETARIAT

The Directorate is a vital organ of the Civil Service Commission and can be referred to as the NUCLEUS of the Agency due to its statutory functions which include proper co-ordination of the proceedings and deliberations of the Commission as it affects the Career of Senior Civil Servants in the Mainstream Public Service.

In addition, it ensures effective circulation, implementation and adequate storage of the decisions taken for future reference

The Secretariat Directorate is also in charge of keeping the archives of the Commission

Through the Kalamaazoo wherein collections of the Commission’s proceedings and

Decisions are kept which can be used as referrals for litigations and other needs.

 F.  FINANCE &ACCOUNTS DIRECTORATE

  • The Directorate provides overall guidance and direction in the disbursement and utilization of funds
  • It supervises and facilitates the Management of the Organization’s funds that involves Expenditure Control, Maintenance of Vote Books, Voucher preparation and disbursement of funds.
  • It ensures the mobilization and Management of funds for use in achieving the strategic objectives of the Ministry.
  • It ensures strict compliance with internal control system, procedures and Financial Regulations.
  • The Directorate handles all account matters such as the processing of Staff Salaries, fringe benefits and other financial activities.
  • Creation of New Employees – Permanent, Temporary and Contract on the Oracle Payroll

FUNCTIONS OF THE UNITS

HUMAN RESOURCE MANAGEMENT INFORMATION SYSTEM (HRMIS)

The Directorate is responsible for Management of Data and Application System with the ultimate goal of verifying as well as storing and providing information of Employees from the data base.

It handles the termination of all Exits in the State Civil Service i.e. Voluntary, Statutory, Compulsory, Death, Dismissal, Withdrawal and Resignation of Appointment amongst others from the Oracle HR/ payroll Database.

Responsible for the termination of all exits from Health Service Commission (HSC), Judicial Service Commission (JSC), Teaching Service Commission (TESCOM).Education District ( I – VI)

In addition, it updates vital information on date of birth, Date of Appointment, Promotion, Change of Name, Advancement, Conversion, and Study leave with pay and Leave of Absence without Pay etc. In the Oracle HR/Payroll Database for all Civil Servants.

On Monthly basis, it forwards the list of all Exited Officers to Central Internal Audit Directorate (CIAD) and Centralize Payroll Devaluation Directorate (CPDVD for their information and necessary action.

PUBLIC AFFAIRS

  1. The Public Affairs Unit is responsible for positively projecting the image of the Commission to the people of Lagos State in particular and Nigeria at large.
  2. Publicizing of activities, events and achievements of the Commission in line with the Government policies through both the print and electronic media.
  3. Liaising with the Press on issues relating to the Commission.
  4.  Event Management.

INFORMATION COMMUNICATION TECHNOLOGY (ICT)

  1. The Unit renders first hand help desk on all IT based issues, maintains and repairs all computers and all IT gadgets in the Civil Service Commission. It is responsible for the installation of all IT accessories (both Consumables and replaced)
  2. Maintenance and repairs of all network issues
  3. Advice and recommend on automations duty
  4. Ensure smooth flow of network activities
  5. Advice on IT recommendations
  6. Replacement of IT consumables
  7. Installation, upgrading and replacement of software and hardware
  8. Maintenance and replacement of IT gadgets
  9. Training and retraining of Officers on ICT compliance

PROCUREMENT

  1. Coordinates the administration of all Procurement activities, Contractor registration, appropriate pricing and timely delivery of goods and services.
  2. Responsible for carrying out appropriate market and statistical surveys and prepares the analysis of the cost implications of proposed procurement.

PLANNING

This Unit is responsible for the development of the Civil Service Commission’s strategic resource Planning and Budget

  1. It prepares the Annual Budget Estimates, Revenue Estimates and collates Budgetary proposals from various Directorates and Units
  2. Facilitates sourcing of funds from the Ministry of Economic Planning & Budget (MEPB) and Mr. Governor
  3. Monitoring of the Implementation of Policy documents as it relates to Commission
  4. Preparation of Performance Management Report (PMR)
  5. Management of the Medium Term Sector Strategy (MTSS) and the Medium Term Expenditure Framework (MTEF)
  6. Constant collection, collation, analysis and presentation of Statistical data relating to the Commission

INTERNAL AUDIT

The Unit serves as a control room for all financial activities of the Commission which includes:

  • Periodical verification of Staff, Equipment and Furniture
  • Examining, checking and auditing of all accounting books and records
  • Monitoring and reviewing of internal control, financial and accounting system of the Commission
  • Pre and post payment auditing of Payment Vouchers and Vote Book among others
